Because Shields didn't have a lot of trade value
You can argue that you'd sign Shields for that contract, but you wouldn't *pay* for the privilege of doing so.

Mexico City may one day have a MLB team but it's at an even higher altitude than Denver (~7500 feet above sea level). Besides playing in a pressurized dome, what could a Mexico City franchise learn from Coors Field in the best way to design a workable stadium at altitude?
