When you're watching a game from home, is the best way to measure command simply to see if the pitches look like they're going where the catcher has set up

In part, yes, though remember that catchers aren't always showing a target exactly where the pitcher wants to put the ball. Typically (watch them put down signs) they are calling in/out only, if at all, then setting a target. Pitcher may have his own ideas to some extent. And the catcher may also be weighing how his setup is being picked up by the batter.

In some part I think it is a bit results-oriented, because if you observe enough strikeouts and walks and missed pitches in big counts and such, you'll probably get a sense for it.
