To be clear, it depends on the team and other circumstances. Good primer: http://m.mlb.com/news/article/242693490/new-mlb-cba-faq-for-2017-trade...
Tigers just put Fulmer on DL with ulnar neuritis
2:36
That's not always the biggest problem, but obviously not what you want to hear. It does open a spot for Edward Mujica to return to the majors, though.

2:37
What advice do you give to Bobby Evans this August? Make moves or hold till winter?
Jeffrey Todd
2:38
Further on the Giants ... y'know, I don't know what they can hope to accomplish in August. They were supposedly looking to be creative, but never seemingly had much traction. Things will only be more complicated with the waiver situation. I expect they'll be prepping for the fall. There's no clear path.

Could Buehler, Verdugo, Alvarez, Urias, and Pederson net Mike Trout?
Jeffrey Todd
2:38
No
Girsch
2:39
I'm not re-signing Lynn in the off-season, so do I go get a big bat to plug in the middle of Matheny's lineup?
Jeffrey Todd
2:41
Yeah, but they will already be nearing 2017 payroll levels once they pay arb raises for Rosenthal and Wacha. So, that'll depend in large part upon the org's tolerance for a payroll boost. Then there's the question of what position they can hope to add. Lots of outfielders, hard to do much there even if they trade some away. Maybe they push Carpenter off of first and try to get a deal on a first baseman? Or look for a quality performer that can be something less than a regular to allow the team to mix and match a bit? Dunno.
Pirates
2:41
Do you see Josh Harrison making it thru waivers for a potential August trade now that the Pirates are back out of it.
Jeffrey Todd
2:42
He might, based on theory I gave above (don't claim a guy you don't have any real interest in working out a deal for), but I don't see him as a clear chip at this point. Why would Bucs be that interested when they'd just be going onto the FA market to replace him?
Phutatorius
2:43
Should the Indians have moved more aggressively for an LHP, given what they knew about Miller's knee?
Jeffrey Todd
2:44
They could just view it more as a chance for some rest. And maybe they don't really think of him as a lefty at all anyway -- so the need is the same  as it was when Logan went down. Olson is actually pretty interesting and there may be August opportunities.

Did AJ Preller make a mistake in not trading Brad Hand?
Jeffrey Todd
2:44
Still have not heard of a single reported offer, so that's hard to say.
2:45
I would say, the Pads likely pushed him onto the forefront of the chatter of the deadline since there was all that talk in June they were open to making a deal and such.
2:46
So to an extent the perceptions they passed on a chance to deal him now are of their own making, perhaps.

If Bryce Harper goes to the yanks who plays CF? does Judge slide to 1B and Frazier and harper play the corners with hicks playing center? Assuming Jacoby is out of the picture by then
Jeffrey Todd
2:47
There's no way I'm answering this right now. Just wanted to say that these scenarios are more likely to seem humorous in retrospect than remain realistic issues. Things change quite a bit over time. Anyway, at this point the guy to target for the Yanks seems more likely to be Machado ... but who knows? I'd be focused on the near-term with a team pushing for the postseason.

Would the Cubs offer less years and more per year to keep JA?  Like 4 years and $110 million instead of 6 years and $155 million?  And would Jake take it?
Jeffrey Todd
2:49
They might, but he'll probably take the biggest guarantee. In the scenario you posit, the latter offer is better by a wide margin for the player.

2:49
With the soon to be log jam at OF, 2b & 1b, who do you see the Phillies trying to move in the off season?  Hererra, Joseph, Hernandez?  Maybe even Quinn & Cozens from AAA?
Jeffrey Todd
2:50
I don't think they'll be in a rush to make any final calls. Better to let these guys compete and get as long a look as possible at all of them in the majors and/or upper minors.

2:50
Why are people so adamant that Verlander won't be claimed? Even if he doesn't move, it's still a good move to block him to a team that has the prospects to trade for him.
Jeffrey Todd
2:51
Well, there are reasons he might not be, but I don't think it's necessarily the case that no team would be interested in just taking over his contract -- so in that sense, I think it's plausible he could be claimed, sure.
But that's too much money and risk -- and not really the way things are done -- to claim just for the sake of blocking.

This is like getting a mysterious note in your locker in 8th grade. How exciting.

Now that the deadline is over, I still have the best record in the American League despite a) all the injuries, b) a recent slump and c) my staff ace hating my guts.  And even though I didn't do much to reinforce, how do you really reinforce the best team in the AL? All my studs back by Sept 1 and the playoffs are crap shoot anyways.  And my prized prospects are all in place to be a super team over the next 3 years.  Gotta love it!!
Jeffrey Todd
2:53
Could be. Yes, postseason is a crap shoot. But there are obviously two ways to take that -- load up to max your chances or shrug and hope for the best.
Maybe the prices for a real upgrade were just outlandish, but it does sting not to add a good arm to the pen.
Marlins man
2:54
Think the marlins rebuild or just retool in offseason?
Jeffrey Todd
2:55
The pitching staff is in awful shape. I just can't see how they will hope to improve over their current record. Especially if there's a change of ownership, I think it's time to start fresh.
John Coppolella
2:55
Dansby Swanson what would you do with him and is moving him to third an option with Carmago hitting some what lights out or do I add him in a trade to get a big name player like Archer or another big player?
Jeffrey Todd
2:56
Still see little reason to expect Camargo to be more than a quality utility guy. There's absolutely no reason they need to rush into a decision on Dansby's future.
Pierre
2:56
Any chance Darvish signs long term with Dodgers or was he purely a rental?
Jeffrey Todd
2:57
Rental. He'll test the market ... though in theory, sure, LA would be a plausible team to sign him, esp if they fall in love. Just not really their style.
The Mad Hatter
2:57
A waiver question ; Hypothetically lets say Cole Hamels is claimed on waivers by the Braves and a trade is worked out for 2 minor leaguers on the 40 man roster and two prospects on the A ball rosters. Do all , some or none of the 4 traded Braves players need to pass through revocable waivers?
Jeffrey Todd
2:58
I don't know, the K falloff is pretty concerning -- not sure he'd be claimed. But any 40-man players need to pass through waivers, others don't.

Max has neck problems.  Stras is hurt.  Tanner is inconsistent .  Do the Nats need a 5th starter?
