I've avoided this till now, because it's just so hard to actually predict, but here goes. Shattenkirk to Rangers for a 1st (2017), 3rd (2018) and Robin Kovacs.
Now watch him go to Edmonton for Jordan Eberle or something...

He doesn't have a lot of value. He's aging, expensive and has a full no-trade clause.
It's not impossible to move him, but he wouldn't net a lot even if the Devils retained 50%

How drastic of an impact does an expansion draft looming have on team's decision making process and the market in general? Will we see backup goalies getting overpaid to be exposed? Will teams forced to trade a defenseman have to get a severely cut return? Or should things stay relatively normal?

Honestly I think it's just slowing down things more than anything. It's another phone call to make in the middle of a deal, and an extra front office person to get involved.
Team's are worried, but you only ever lose 1 guy. As long as it's not your young stud defenseman or star goaltender it won't kill your team.

The one thing that it will cause, and Mark Lazerus and others discussed it today is perhaps qualifying offers being put out a little early to backup goaltenders. An RFA only fills the requirement if he's tendered a QO before the lists are submitted.
It's why you saw Jeff Glass signed in Chicago today.
