I know we all like to point at Colorado and say that they're dysfunctional, because of the way things have gone down over the last 12 months. But in reality, I don't think they've made a rash move in some time.
Sakic is being calculated, and he is proving to the team and ownership that he won't be pushed around.

To be clear, all three of those players are RFAs, not UFAs. They're restricted, and won't cost a whole ton if they go short term.
On Manson though, I think it's a pretty good deal, maybe a little expensive.

He's on the third line right now with Sharp and Anisimov. I think he stays all season, because he's cheap more than anything.
He and Kane might sound exciting but I don't think they'd compliment each other very well.

So, every team needs to have just 23 players on the roster on the last day of training camp (Tuesday).
To get the biggest advantage from LTIR, Hossa needed to be on the opening roster.
They sent DeBrincat down to hold Hossa, until after the 5pm deadline. Then put him on LTIR to get his full cap hit, and brought DeBrincat back up.

He is. They had an independent doctor confirm the diagnosis.

He's been dealing with it for years. Now says it's too hard and the medication is seriously affecting his health.

So, I might not do it justice so first I'll link the CapFriendly page: https://capfriendly.com/ltir-faq

But essentially, if you use LTIR on the last day of training camp you get the advantage of however much you are over the cap by that day. Chicago was something like $2MM over, which would mean had they put Hossa on then they could have exceeded it only by what they already were.

By getting your roster under the threshold and starting the season (they did this by putting Rozsival and TooToo on LTIR first) and THEN putting Hossa on it, they will be able to go past the threshold by his entire cap hit.

During the season, you wait until you need to go over the cap, get your roster as close to the cap as possible, put a guy on and enjoy his whole cap hit over top.
But, you have to operate in the summer with the hit on the books.
Which limits what you can do.
