Bickford has been 89-92 with a 50 slider and plus command. Barely threw a changeup as an amateur so that pitch is behind. Not sure why so many are in love with him.

I would guess it varies wildly from team to team. Moreso than almost anyone, I'd guess

Re PTBNL: A few different ways. My favorite is when teams agree on a list of guys eligible to be "Named Later" and then the acquiring team scouts those guys really hard for a few months while deciding which one they like best.
