Sure, though this could broadly be the case for any team.  Others have made the point that since an extra million bucks or so might not much of a dealbreaker for Sasaki, it'll come down to straight-up recruiting.  Atlanta's track record of success helps them in this endeavor, though my guess is that he ends up with the Dodgers, Mets, or Padres

What's your pick for an underrated team to make some noise this off-season? Not a total game changer but some moves that will make people say ummm...actually, they're looking pretty good!

Steve Adams just covered this in a Front Office piece the other day, but the Royals were kind of this team last offseason, and I think have a good case to be this year's "hmm, I kinda like these moves" club again.

Now that they've gotten back to winning baseball, no reason for them not to be aggressive in adding a couple more big bats to the lineup.

At least two of Arroyo, Stewart, and Collier. As much as the White Sox are purportedly focusing on position players for Crochet, I doubt they'd turn down a blue-chip pitching prospect as the headliner of a deal.  Therefore, Burns would probably have be included as the real top name, since I doubt the Sox settle for "only" Arroyo or Stewart as the top prospect in the package.  Other teams can beat that offer.

My guess is that he signs closer to the winter meetings, and possibly even during the meetings as the big splash of the event.  Somewhat similar to Ohtani, there are only a few teams who can afford Soto's price tag, so it's probably not going to be a very elongated process with him meeting a large amount of teams

He likely won't be traded, since the ChiSox would really be selling low on his services.  After Crochet goes, Robert remains their top trade chip, and they need him to stay healthy and have at least a big first half before they look to trade him at the deadline or next offseason.

This is just my perspective, but Kim is such a question mark in the aftermath of his surgery that I'd avoid him altogether.  It's unfortunate since he's a player that (if healthy) would be a big help to Philly or a lot of teams, but there's too much uncertainty for my liking.
Not to say that Dave Dombrowski feels the same way, since he so rarely consults my opinion on trades!

My feeling is that Guerrero will wait and see how the Jays' offseason plays out.  If the team really breaks the bank and offers enough he'd probably be tempted to sign regardless, but my guess is that an underwhelming offseason might make Vlad wary about locking himself up to a team that might be approaching a rebuild

Giants are cutting payroll and potentially moving arbitration eligible players. They lost 2 draft picks after signing Chapman and Snell last season. Are they still in the mix for this year's qualifying offer players or should we expect a quieter off-season?

They can still add plenty of talent via the trade market, or by signing players who didn't receive the QO

Don't forget, the Giants already got a big move in the bank by extending Chapman before the winter even began.  More needs to be done to get the team back to contention, of course, but one major expenditure has already been accounted
