My thought, with no actual source on it..is that they talked to Gallant.

Remember they have close ties to him, and he's obviously not a fan of Shipachyov's.
The idea that his "window has passed" for coming over and acclimating to the NHL seems real.
As Nikita Zaitsev put it: "The NHL is a different sport."

The same reason they would want it, is why Ottawa would never do it.
